Floyd County Community Action Agency, Inc. in New Albany, IN is looking for an individual to manage, organize and analyze financial accounts. The successful candidate will be organized, have great attention to detail and be able to analyze and synthesize information as Chief Financial Officer.

Exempt Employee; 52 weeks out the year; 40 hours a week

OBJECTIVE OF THE JOB (PURPOSE): Ensure the Fiscal area of Head Start Birth to Five Program adheres to all rules and regulations as set forth by Regional Office and Health and Human Services. Provide good public relations for Head Start.


  • Carry out goals, policies, and activities designed to implement Fiscal objectives and performance standards.
  • Responsible for the rules and regulations of the fiscal area of the Head Start and Early Head Start grants.
  • Maintain accounting policy manual for Head StartBirth to Five.
  • Maintain general liability insurance policy on Head StartBirth to Fiveproperty and contents. Maintain Student Risk Insurance Policy as mandated by Performance Standards.
  • Responsible for the development, record keeping, and reporting of policies and procedures, budgeting, administration, and implementation of the fiscal content area.
  • Maintain a system to track and account for fixed assets and any other property acquired with federal funds, in accordance with Federal regulations.
  • Review performance of monthly bank reconciliation’s in a timely manner.
  • Perform monthly review of all transactions, including payroll, receipts, expenditures, and other general journal entries. Includes check preparation for payment of invoices, travel for check signatures and bank deposits.
  • Supervise staff by conducting supervisions, monitoring performance, providing evaluations, and staff development/training opportunities.
  • Complete performance reviews on all staff supervised as outlined per agency policy.
  • Ensure that payroll is calculated bi-weekly for transmissions to payroll outsource company by overseeing HR and/or Fiscal Assistant complete accurately.
  • In conjunction with director write/prepare the budget portion of the grant. Includes preparing budget pages of grant application and USDA contract.
  • Prepare all financial reports for the Head StartBirth to Five Program and submit to Regional Office and Grantor source.
  • Maintain files for Davis/Bacon Act. If construction work is performed at Head StartBirth to Five and total cost is over $2,000.00, files must be maintained for audit purposes. Davis/Bacon Act time sheets will be provided to Head StartBirth to Five by the company.
    Other related duties as assigned and explained by Director.

  • BA in Accounting required. Must be experienced with non- profit accounting methods.
  • Experience in office procedures: computer skills a must.
  • Ability to work with parents and community groups.
  • Ability to maintain the confidentiality of records and communications.
  • Good communication skills.
  • Training skills required.
  • Ability to physically and safely transport a preschool child.
  • Ability to be flexible and work as a member of a cooperative team.
  • Ability to engage in multi-level thinking.
