Responsible for the administration, policy implementation and project management of the MSD Small, Local Business Enterprise Program (SBE Program). Meets business objectives for all Supplier Diversity department SBE business activities. Analyzes SBE online applications to determine program eligibility requirements are met. Researches, validates and updates the SBE online vendor registration management module. Reviews SBE prime contracts, SBE vendor lists, etc. Ensures SBE program policy compliance and compliance with local, state and federal regulations. Collaborates with the MSD engineering and construction senior leadership team to forecast and identify projects allocated within the Capital Improvement Program. Coordinates projects with both internal and external customers. Provides leadership, technical and managerial support, and guidance to Engineering, Operations, other MSD divisions, and the Procurement Department as it relates to the SBE Program. Leads and administers implementation of SBE Program projects from inception to completion in regards to performance, policy requirements, etc. Provides technical support, training and coaching on the various aspects of the SBE Program to all internal and external stakeholders, including SBE prime businesses. Serves as Supplier Diversity department liaison to the Engineering, Operations, and Procurement teams. Performs SBE recruitment and conducts outreach meetings with contractors, consultants and service vendors in regards to the SBE Program. Provides general department support as needed. Performs other duties as assigned.
ESSENTIAL JOB FUNCTIONS:
Under the direction of the Supplier Diversity and SBE Programs Manager, administers all aspects of the SBE Program to ensure equity and inclusion in MSD’s contracts. Develops, analyzes and finalizes SBE Program utilization reports. Serves as the primary point of contact for all inquiries related to the SBE Program. Gathers and tracks all data on SBE Program. Delivers oral presentations. Prepares MSD Board reports, presentations and other documentation as needed. Serves as a cross-functional team member, leading activities between departments, bidder/vendor and other organizations as appropriate. Administers SBE online directory of SBE businesses. Identifies company-wide contracting opportunities to ensure diverse SBE businesses have the opportunity to bid competitively. Monitors SBE spend and trend analysis. Communicates and formally delivers performance results to MSD senior and executive leadership. Makes recommendations of various SBE Program project projection analysis, etc., based on the established CIP budget. Builds effective, collaborative, and strategic partnerships and serves as central point of contact with external public and private sector organizations to further advance and support the SBE Program efforts.
KNOWLEDGE, SKILLS AND ABILITIES NECESSARY TO THE WORK:
Knowledge of design and construction of sewer, drainage and flood protection facilities; knowledge of general construction practices/methods; knowledge of utility operations, utility management, engineering and business practices; knowledge of wastewater, storm water and flood protection regulations; knowledge of the overall operation and maintenance of wastewater and stormwater facilities; skill in performing data/statistical analysis; skill in operating a PC and associated Windows environment software (e.g. Microsoft Office Suite); skill in project management; skill in mapping business processes; skill in oral and written communication; ability to demonstrate both functional and technical understanding of work processes and work flow; ability to work closely with technical engineers and operations in order to map the business needs; ability to communicate technical information in a non-technical manner; ability to convert business needs into technical requirements; ability to analyze problems and initiate solutions; ability to coach general contractors; ability to adapt to a changing work environment; ability to exercise judgment and discretion; ability to work in a team environment; ability to plan, organize and coordinate schedules; ability to maintain confidential information; ability to work under heavy surges in workload and deadline pressure; ability to be courteous and helpful under pressure.
Bachelor Degree in Business Administration, Math, Engineering, Construction Management, or a related field; eight or more years of progressive utility construction experience, working directly with general contractors, and project management experience; an equivalent combination of education and experience may be substituted. Wastewater utility experience and senior level project management experience preferred. Must possess a valid driver’s license. Must have safe work and driving habits.
