PROGRAM: Head Start/Early Head Start

MINIMUM QUALIFICATIONS: High School diploma/ GED required. Must have at a minimum, a credential or certification in social work, human services, family services, counseling or a related field within eighteen months of hire. Experience working with families and community resources preferred. Good interpersonal/communication skills are highly desirable. Experience with a variety of software applications including but not limited to Microsoft programs and ChildPlus ideal.
Must be able to stand, sit, bend and walk for periods of time to meet job requirements. Must have physical and TB test, and be able to lift up to 50 lbs. Must have reliable transportation to travel to and from work, home visits, trainings and meetings (will receive mileage reimbursement based on OVEC’s travel policy). All Head Start positions must clear and pass state criminal history records check and sex offender registry check prior to hire date and pass Child Abuse and Neglect state registry check (CAN) within 90 days of hire.
GENERAL RESPONSIBILITIES: The Family Advocate will work in partnership with parents/ guardians/families to support positive growth in a strength-based family directed manner.
• Know Head Start Performance Standards as well as Kentucky Childcare Licensing Regulations and Head Start and OVEC Policies and Procedures.
• Know and understand Child Care Licensing, STARS, ITERS (Infant Toddler Environmental Rating Scale), and ECERS (Early Childhood Environmental Rating Scale) as applicable to position.
• Provide individualized advocacy services that promote greater independence, self-improvement, and positive growth through activities such as home visits, crisis intervention strategies, goal setting and/or other supportive methods.
• Communicate effectively with individuals in a variety of settings.
• Establish and maintain a positive, productive working relationship with families.
• Recruit children/prenatal mothers eligible for the program and maintain wait list of income eligible children/prenatal mothers.
• Gather complete medical, dental, nutritional and developmental history. Assist families with scheduling/attending medical and dental screening, examinations and follow-up care. Provide or arrange transportation to and from appointments as needed.
• Meet with teachers once a week to discuss specific needs of families, attendance issues and collaborate to resolve any areas of concern.
• Participate in all trainings and staff meetings sponsored by agency or recommended trainings for professional learning.
• Develop and maintain collaborative relationships with other community service programs to broaden the scope of services Head Start/Early Head Start families receive, assist families with establishing long-term linkages with other service providers and reduce duplication of services.
• Make referrals to appropriate outside agencies. Document, track and follow-up on referrals and services using ChildPlus Family Service reports.
• Provide orientation to Head Start/Early Head Start parents along with teaching staff.
• Hold quarterly parent meetings. Explain parent committee officer’s position. Train elected officers of their prospective responsibilities.
• Meet with other service providers to collaborate parent training. Provide monthly training that addresses all mandated training topics.
• Assist families with transition between Early Head Start, Head Start and preschool programs.
• Assist parents with Child Care Assistance Program (CCAP) application process and bill for enrolled children in Early Head Start and Full Day Full Year programs.
• Other duties as assigned.
COMPENSATION: Annual contract with a maximum contract of 240 days. Salary based on experience in accordance to OVEC’s Head Start/Early Head Start Classified Salary Schedule.
