Program Manager – Family Stabilization

Volunteers of America Mid-States is seeking a Program Manager to lead family housing stabilization services and help individuals and families achieve greater independence and reduce the risk of homelessness.

What You’ll Do

• Oversee housing stabilization programs, including The Chancery, HOPWA, TBRA, and street outreach.
• Supervise, train, and evaluate program staff.
• Provide client assessment, referrals, advocacy, and support.
• Conduct community outreach and build relationships with local agencies.
• Monitor case files, program data, HMIS, budgets, and reporting requirements.
• Ensure compliance with VOA, grant, and accreditation standards.
• Lead team meetings and support continuous quality improvement.
• Identify barriers to housing stability and develop solutions with community partners.

What You’ll Need

• Master’s degree in Social Work or related field with 5+ years of experience; or
• Bachelor’s degree in Social Work or related field with 10+ years of experience; or
• 13+ years of related experience without a degree.
• Strong communication, organization, advocacy, and problem-solving skills.
• Valid driver’s license, reliable vehicle, and required insurance.
• Ability to travel throughout the service area.
• Ability to complete required case management and CTI training within 90 days.
